Allow a report to be updated with an updated XML Spec (Open from clipboard) and saved without losing the report outputs and history

Sometimes, when promoting report changes from Pre-Prod to Production, it is necessary to bring an XML Report Spec into the environment.

Currently, if you bring a report spec in and open it from the clipboard, then save the report, it removes all outputs, run history, etc. from the report, even when the name stays the same.

It would be a valid use case to have the option of preserving the prior history/outputs while updating the underlying report spec, and should be an option in the product.

    Being able to revert to a previous xml change would be useful as well so that if a malformed xml spec is created you can undo the change to a working version.
