ability to set default value for email delivery method.

When users run a report using ‘Run as’ and select email as delivery method there will be two options they can select one or both.
1. Include link

2. Attach output

Prior CA 11.1.7FP4 the default selection was option 1: Include link.

IBM made an enhancement to make the default to option 2 which is ‘Attach output’ this was in 11.1.7FP4 (currently Foundations and Enterprise are still on this version).
But as per IBM due to increase in demand they reverted this back to option 1 in CA12. 

For our organization, we prefer to have the attach output as the default.  Due to our use of a custom authentication provider, the include link errors out if sent in email.  We have now disabled this capability for our users, but with this recent reversal, users have to take an extra step to click attach output.  Due to the different preferences of your customer base,  it would seem to make the most sense for us to be able to to define our own default value.
