Globally change the value of input customized parameters included in a defined filter

[The description for problem]

Customized parameter is not applied all visualizations on Dashboard.

When we create a filter with the parameter (i.e. pCountry) under  Manage >Customizatio >Parameters on a data module and apply it on a dashboard, the parameter only effect “this object” as attached

*The example of Filter expression: “Retailers_Sales.Retailer_country in (#promptmany('pCountry’)#)”

When changing the pCountry value from the default selected value,  the new value is only applied for the visualization which we have edited.
 

[Expected Behavior]
It would be normal to have widget filters updated for all the visualizations in the dashboard. 

The client actually would like to create a filter with CSVIdentityNameList and show data depending on the user location.
Some users are belong to two different countries and they need to change the country name.
The limitation prevent from satisfying with the requirement on dashboard.

[Why it is useful]

If the parameter could be applied to all visualizations, the user could define parameter with free on data module and they can complete everything on the Cognos UI without Framework Manager.
