Manage/view another users scheduled report/activities without using an Analytics Administrator license

There are hundreds of scheduled reports that are managed by departmental users. if the owners of the scheduled reports are unavailable and/or the schedules need to be re-run, The Activities screen lets them see the progress of their activities in a convenient fashion. Or it often falls upon a backup person to perform this task. It would be good if they users could view/manage their department/group scheduled activities. To have the ability to access the Activities screen for non-admins would be a more efficient way to manage schedules with using an Admin License or involving admins. Two notes: 1st, currently, the users need the Run Activities and Schedules capability to perform these tasks. 2nd, without this capability, the users can not edit the properties of a report/schedule because they are not allowed to have "Write" access
