System Level Report Governors

Problem

A single report attempted to save an output of approximately 3 million rows to the Content Store and it brought the platform to a halt. Today there is no guardrail to prevent a single oversized report result set from consuming excessive resources and causing an outage.

Requested Enhancement

We need an enhancement in Cognos Analytics (DQM) to allow administrators to configure a maximum number of rows that any report is allowed to return/render/save. If a report exceeds the configured limit, Cognos should stop the report gracefully and display an error message instead of continuing and potentially impacting the environment. Other query limits could also be available – Query Execution Time Limit for example.
