CA 11.0.5 with Siteminder - URL contains invalid characters ('~')

we have to check the possibility to provide the Cognos Analytics 11.0.5 Installation on our Windows Environment (2 tiers - Web and APP/CM). On the Web(IIS 7.5) is Siteminder WebAgent Running. After Configuration we are trying to login and receiving Error Message 500 HTTP/.. (see attached Screenshot) In the Siteminder Log we can see entries like: [2448/1356][Fri Feb 17 2017 09:41:08][CSmHttpPlugin.cpp:532][ERROR] URL contains invalid characters. Exiting with HTTP 500 server error '00-0002 We got to know from Siteminder team that tilde Character '~' is included in standard list of Bad Character.. badurlchars='//,./,/*,*.,~,\,%00-%1f,%7f-%ff,%25'. Opinion from Siteminder Team: ". If you remove it from the list, you should be aware of the possible risk, that an attacker may use the special meaning of this character (home directory of the user) for some attack." How can we protect it? what could be Solution for it? Creating of some Whitelist on Siteminder Policy Server with particularly pattern like ../ca11/bi/vi* not possible
