Cognos URls have high-bit charcters

PMR 30376,227,000: Cognos 10.2.2 Bi Server - Cognos admin urls have high-bit characters

We use Microsoft Threat management gateway (TMG) firewall/reverse proxy to allow access for external url, however it blocks any urls which may have high bit characters. When we are trying to access Cognos Admin and try to navigate groups that we have created. The groups are under folder named: “CSAA User Groups” and none of the group name has any special character other than space or underscore.
