Cognos should be embeddable in applications using Standards Mode

Should not mandate Quirks Mode and Compatibility View. For example some of the IE9 Standards Mode issues we currently are facing:
->While running the report in XML format, the report output is showing as text format in viewer page
->Report Studio and Query Studio pages need to launch in a new window or tab as it won't work in standards mode.
->"Do More" and IBM Cognos Active Report features are not available in Cognos Workspace
