DQM Query Execution Time Limit

Implement a governor to limit the execution time of DQM Queries, since currently there is no governor that applies to DQM Queries, as per documentation and feedback from PMR 07802,499,000. The customer VF Services (9446150) has a business requirement for some users to build adhoc queries using DQM packages and there are situations where a query gets hung on Query service and keeps running forever, until QS is restarted, causing unnecessary CPU and memory usage, leading even to performance issues and Query Service crashes. The governor requested here will help to avoid this recurrent problem to happen, improving a lot the stability of the Cognos application and increasing client satisfaction with the tool and support.

    DQM Query Execution Time Limit should be enabled to work in both FM Governors and Reporting query level, to setup the time limit as  different numbers in different reports.
