Users should have the ability to see/change timezone assocation of schedules

Users should be able to explicitly define a timezone for a scheduled execution of a report, event or other Cognos object irrespective of their timezone setting under user preferences. The scheduling interface should allow you to select a timezone to associate the schedule with as one of the scheduling parameters. The drop down list should be identical to the drop down list available to users in user preferences. The default selection should be the user's time zone preference. But they should be able to change it to any time zone rather than all schedules implicitly picking up the time zone from the user's preferences. This would be an excellent enhancement to the product because it would give users a lot more control over their schedules. And it would also eliminate some of the issues that arise in real world use of the time zone preference setting.
