Skip the Audit DB connection and move over to Content Store during service start, if Audit DB is down

When the Cognos Services start the first check is the Audit Database.
If the Audit Database is down, then the check should move further leaving a message that Audit DB has a problem, instead of services going into infinite loop.

Note: very important to be considered when Content Store and Audit Store are not on the same Database server
