Ability to customize error messages presented in Cognos

We would like the ability to create custom error messages that are more intuitive rather than the default Cognos error message. (e.g. : Error Occurred! Please contact Support team.) 

The existing error messages are confusing to business users and take additional time to trouble shoot.

    Require the ability to customize error messages so they are meaningful and actionable to the end user. If we can use Javascript or other option to replace what is delivered to the end user that is fine, just need to know how to make this happen.

    Existing mechanism described in "IBM Cognos User Interface and Error String Customization Toolkit Installation and User Guide" doesn't work?
