Fully implement Cognos person namespace

Hi, in Cognos 11 the fast install includes an ldap and the admin gui works with this namespace to allow creating users etc.  Please fully implement this as it's own install option and improve support for tenant features.  Being able to manage users without an additional ldap manager too in the portal and a user friendly way would be great.  Being able to safely delegate password changes, email, minor field etc to tenants would simplify admin a lot.

 

The functionality for this seems 90% there.  It needs to be decoupled from the simple windows only install and stand on it's own feet.
