Run report by default instead of showing saved output

In Cognos Analytics we often encounter the situation where there is a saved output for a report that gets displayed instead of runnning the report.  Users who are not savvy do not realize this is happening and they end up using very old output thinking it's the latest data. Additionally it is not easy to tell that saved output exists for a report.  Changing the default behavior for the report is available but must be set on a report by report basis, which is prohibitive in a Cognos Analytics deployment that has thousands of reports.

    There needs to be an ability to govern this for the entire environment as well as by tenant.
