option to choose HTML vs HTM attachment format when scheduling a job with an image

It would be great to have an option per scheduled job (or at least global advanced setting in CA web portal) to customize how this "smart logic" of HTML vs HTM attachment format works.

We understand that logo images are not embedded into HTML files (images left just as URL links) but into MHT files and we want to be able to choose the output format.

The bigger problem is that HTM files don't open in all workstations and organizations for number of reasons (browser version? email virusscanner blocking HTM attachment files? email client app issue?)
