Tool tip shows in Package but not in Report and Dashboard

Single installation on Windows for CA 11.1.3

After adding the "Screen Tip" in FM and publishing it to Cognos portal.
- Open the package in Report, on left panel it shows but drag the item to Report working area it doesn't show. The issue happens in Dashboard, too.

Here is the comment from IBM supporter: anojan (IBM)

"I tested this and see what you're seeing, but I think it's by-design/just not implemented in reports/dashboards. It's concept is for it to appear in FM (rightfully so) and also in CA portal when you bring in the data as a source. I understand you would like it on the report/dashboard as well; but unfortunately, this is not a defect. I agree with you, it will most probably be helpful if the screen tip spanned across into reports and dashboards; but unfortunately, this just isn't in the product right now."

It is very import for users to know where the data come from or any comments for the data in the reports.

Please consider this as an priority.
