Allow System Administrator to have a custom folder(s)

As a follow up to the following, we are requesting a modification to allow system administrators to have a custom folder on the navigation bar.

We have a use case where users need to be able to create custom alerts (which requires the System Administrator role), but this is prioritized over a custom folder and the user is unable to have a custom folder AND be able to create custom alerts.
