Yes, in Cognos Analytics, the home page can be configured to display both recent reports and user favorite reports. To do this, you can add a "My Favorites" widget to the home page, which will show a list of reports that have been marked as favorites by the user. The user can mark a report as a favorite by right-clicking the report and selecting "Add to My Favorites" from the context menu.
Additionally, you can also configure the home page to show other types of content, such as links to other Cognos Analytics features, data sources, or custom content created by your organization. The home page can be customized by using the "Layout" and "Widgets" options in the Cognos Analytics menu.

I think this will a much appreciated feature.
This one seems like an easy one to implement with a lot of benefits for the users. Pinning reports would be really useful. Canoot believe this idea has been arouufn for +1year and never implemented.
