Multi-tenancy support with Azure AD (openID connection)

We want an option where we can tell Cognos to ignore the issuer value. Issuer value is only needed if we need to make access based decisions based on tenant id. In our environments we have no requirement of using this functionality. This seems to be an additional mandatory functionality provided from Cognos side and hence there should be an option to turn this off.

As per Azure document "If a multi-tenant application only deals with individuals and doesn't make any access decisions based on tenants, then it can ignore the issuer value altogether."
