Package capabilites to deny use of data mondul, data set and dashboard

To able to deny development on a package is very important for security reason. Very often it is complex to build all security into the package, and then we need to put the security into the reports. Doing so we need to security the package so no unauthorized users are able to add data from this package. So on capabilites on a packages dashboard, data set and data mondul should be added.

    This idea will not be delivered within the release currently under development, but the theme is aligned with our multi-year strategy. The teamis soliciting Community feedback for this request through activities such as voting.
