Latest XLS/CSV instance downloadable for restricted user

IBM Case: TS000978831

Cognos Analytics provides new capabilities to control users from generating XLS, CSV etc. output types, called as "Generate CSV Output" etc., however these capabilities aren't able to control the outputs in a lot of cases.

One of the cases is the Latest XLS/CSV instance (output) downloadable
Schedule a report with restricted output (e.g. XLS) by a user having the capability to do generate it. Then Login as restricted user (who doesn't have the capability to generate XLS) and click the report, it will open the latest instance and hence the editable (XLS, CSV etc.) output.

It would be a lot helpful for banking, finance and many other industries if Cognos provies a way to block certain kinds of output generation as well as consumption. As sometimes the edtable outputs like XLS, CSV etc can easily be modified, forged and reprsented out of Cognos and inside Cognos.
