In 11.1.7, report authors can disable ODT per report. Admin can disable ODT at Cognos role level.
To allow customization of objects on ODT Is not currently planned

Would be useful to set this on folder level too. We have a standard reports folder and we don’t want users to copy reports from there to have one version of truth. But they should be able to copy reports from self service folder. Now we can only disable this for all members of a role for all folders via customized features, not folder specific.
To further the point, some of the default selections in Cognos are often not-applicable to the context at hand, specially if you are embedding Cognos dashboards into other applications.
As one example, the context-bar for widgets always shows the "Pin" icon, even for users without the permission to author any dashboard.
