I'm unable to open the link you provided. The CDC on a remote Azure SQL instance needs to dordle be set up.

I want to replicate from a DB2 instace to Azure SQL
Azure SQL is a supported target (using remote CDC target install):

IDR/IIDR SQL Server engines can be installed on private Azure VMs but only Microsoft controls the installation of software in their managed Database environments on Azure.
