Summary:Add new system parameter to allow/disallow a CDC source engine to turn off data capture when the table is no longer mapped in any subscription.
Details:
CDC source does not automatically turn off capture before it turns it on when the table is mapped for replication, and CDC only turns on capture when it detects that the table capture is not already on. CDC source turns off capture only when the table is no longer mapped for replication. The following parameter will be added to let users control if the CDC source should turn off capture - when this parameter is false, CDC source will not turn off data capture for all tables in replication. alter_table_data_capture_flag_allow_turn_off
Use this system parameter to allow a CDC source engine to turn off data capture when the table is no longer mapped in any subscription.

All databases except for Oracle
Values
Set this parameter to one of the following values:
true
CDC will turn off table capture when the table is deleted from the last mapping containing this table.
false
CDC will not turn off table capture when the table is deleted from the last mapping containing this table. For MSSQL, all entities created by CDC to enable change data capture, including MSSQL publisher, publication, article, article filter, subscriber, and subscription remains.
