In order to have a consistent view of journal entries between systems it is necessary to always normalize the journal entry timestamps to UTC from the system time with the timezone offset. This adjustment must be done for every journal entry read and when daylight savings time starts and ends, it causes issues unless the job recognizes that the timezone has changed. Also there is likely an overhead when formatting the journal entries when retrieved as well. Leaving the time in the unadjusted time without the timezone offset applied would be more useful in a replication scenario.
