Provide Management Console monitor and operator functions access to all subscriptions

This is related to the CDC Db2 z/OS engine. Allow users of Management Console who are designated with monitor or operator functions to access all subscriptions without requiring select access to the source tables within the subscriptions. The current design of Management Console requires select access on the source tables which means access to the data within the tables. Due to separation of duties / GIS requirements, standard IDs in our shop do not have select access on application tables. Without this access, the DBA team is unable to perform basic health and monitoring of the replication environment or start and stop subscriptions within Management Console using their standard IDs. They must first check out an exception ID, which requires approvals, is audited and is active a limited amount of time, to perform those functions. This is not a sustainable approach for day to day monitoring and support of the environment.
