add tables to active CDC subscription

problem statement : for every table addition, subscription needs to be brought down, impacting the CDC replication service.


workaround : none at the moment


Proposed Solution : rather , an ask from IBM - please allow table addition to subscription, while its online.


benefits - No downtime for consumers, this is important for banking customers


Impact - every weekend, there are table additions to the subscription and the impact is on the platform downtime and additional cost of deploying the changes over weekend.

    we would request for reconsideration, since we have huge impact since whole of streaming platform has no downtime and because of CDC, the streaming platform is down to allow the change. i have below justification to prioritize, would this help for reconsideration and help to get this moving?. i have listed some of the application that's being impacted by the downtime for the change (add tables to cdc subscription).

    1)Hermes is the Customer Notification Service for the NatWest Group Brand that delivers Push Notifications and SMS messages to customers such as Debit Card Notifications, Application OTPs, Regulatory Act now Alerts

    and Many more. The application allows us to communicate key and regulatory messages with customers via Push notifications to the Mobile App and SMS Messages.

    ActNow alerts sla is ~10am , any delay in delivery goes beyond the sla then bank will be charged by regulator per message (~5 pound).

    2) Treasury Intraday Liquidity Management Solution (TILMS) : Loan IQ perspective, Treasury Solutions team requires details of ledger/cash flow transactions in real-time for all in-scope products/accounts.

    Loan IQ to provide the TILMS with all the ledger/cash flow entries for our in-scope products/accounts for NWB- RFB branches in real time

    (i.e. on an event driven basis, as soon as transactions occur). The scope covers ledgers that result in payments / settlements being generated by Loan IQ.

    Ledger entries should include entries for value today and any entries for value in the future.

    Delay in messages will cause the latest payments / settlements details will not be available in ledger which impacts the intraday liquidity management process.

    3) EBA

    As per a Regulatory requirement, this Programme is set to deliver the “European Banking Authority (EBA) & Cross Border Payments Alerting” mechanism wherein the requirement is for

    Payment Service Providers (PSPs) to provide Payment Service Users the option to receive alerts on initiated and/or failed attempts to initiate payment transactions on their account

    and thus enable PSPs to detect fraudulent and/or malicious use of their account.

    The BACS Platform perspective requirement for now has been to cover changes to Direct Debits to alert the customer when a Direct Debit first payment is initiated (claimed) against

    their account.

    Delay in messages will not give direct debits notifications/alerts to customers in near real time which is against the regulatory agreement and impact the bank .
