Handle the suspended state the engine goes into, when Db2 RRSAF connectivity is not available at start up.

Scenario: Upon startup of the Change Data Capture for Db2 z/OS engine, if it encounters Db2 RRSAF connectivity is not yet available, the engine goes into a suspended state. It does not drive any retries nor does it shut down. It remains in the suspended state until manual intervention to cycle the engine.

Suggestion: Have the engine drive a limited number of retries after which point if the connection is still unsuccessful, shut down the engine. For example, retry in 1 minute intervals for 5 minutes (5 attempts). This would allow for slight delays we have observed in our environment where Db2 RRSAF connections are not available in Db2 until a minute or two after the normal Db2 start has completed.
