CDC termination for unresponsive IFI requests

CDC tasks do not issue any error message when multiple subscriptions trying to read from tape concurrently and just hang the task address space (please refer to case TS014574671 for more details). The subscriptions are still in "Mirror Continuous" status when this happens. We had to manually cancel the CDC tasks and run full refresh to re-synch the subscriptions.

It would be great if CDC can terminate the unresponsive DB2 IFI request with limited time, and write an error message when multiple subscriptions wait to read from tapes that might get into resource contention, or tape unit not available. The subscriptions should be ended gracefully instead of showing "Mirror Continuous".

This way we can trap those error messages and take appropriate action immediately.
