IIDR PostgreSQL Source - CDC from Standby

IIDR CDC can replicate data from PostgreSQL. Currently, IIDR only supports replicate from Primary PostgreSQL database, It doesn't support replicating from standby or read-replica of PostgreSQL database.  Generally PostgreSQL mission critical applications and databases would have primary-standby or primary-read/replica implementation.

In PostgreSQL version 16+, there is new feature that can allow PostgreSQL logical replication from standby PostgreSQL database. IIDR uses PostgreSQL logical replication/decoding feature to replicate from PostgreSQL database. This feature request is to allow IIDR to replicate from PostgreSQL standby databases. This would be very useful feature that would offload IIDR to standby /read-replica, ease IIDR resources on high volume PostgreSQL database, and also useful achieving high-availability for IIDR implementation on critical PostgreSQL application/database.
