Enable support for configuring SMTP notifications using custom ports and encrypted communication in IIDR CDC target agents.

Currently, IIDR CDC only supports SMTP notifications using the default port (25) without encryption, which limits secure and flexible integration with modern mail servers. This enhancement would allow users to specify a custom SMTP port and enable encryption protocols (such as TLS/SSL) when configuring notifications for target agents. This capability is essential for environments with strict security policies or non-standard SMTP configurations.

    Write a Custom Java Exit Notification handler.
    The Default SMTP message/notification handler for emails ONLY uses the default port and does not utilize TLS. .An Sender Address and its password are required, because we are NOT an SMTP Server. We are a client application trying to request the SMTP Server to Send an email message on behalf of the account/address that we are providing, and the SMTP Server will require some credentials to authenticate the Sender of the Email."
