Moving to next binlog

Whenever the MySQL server/services is restarted abruptly, there is no entry present for "rotate to binlog" statement. As the CDC agent starts get to that binlog, it is unable to proceed forward due to the absence of this statement, the subscriptions are stuck at that point.

As there is no error displayed or the replication failing, the subscriptions in the Management Console continue to show as "Running/Mirror Continuous" which is not correct in this case.

The CDC Agent should have the ability to read through the binlog files even in the absence of this "rotate binlog" statement.
