Management Console to support the ability of %CURTMSTP output being able to be added directly into an oracle timestamp(6) column - current output supports string only

Avoid the use of %STOREDPROC to call external procedure to convert %CURTMSTP into a timestamp compatible value when needing to store the actual target commit time since the call is expensive and does not support fast refresh option. use of %TODATETIME to convert %CURTMSTP to date type results in loss of fractional milisecs component of timestamp which is not ideal.

use of &TIMSTAMP directly into a timestamp(6) field works but this is the time source changes. We need similar equivalent for target side commit.

    Note ticket TS020204091 has some in depth details on requirements and what was done to overcome current limitation.  Currently no solution exists that allows the store of a timestamp value returned from %STOREDPROC into timestamp(6) oracle column.
