Monitoring role for CDC Subscriptions: Check Subscription Status without table level access

This idea is for DB2 for Z/OS as Source in IIDR CDC replication environment

At present, the IIDR CDC Management Console and CHCCLP scripts allow status check on CDC subscriptions only if mainframe user used to connect to DB2 on Z/OS datastore has SELECT access on Source tables. Even if Access Server user is defined with 'Monitor' Role.

In a production environment, we have differentiation of duties. Operators and administrators do not and should not have any access to business date.  We should have a way to monitor state of CDC subscription without requiring select access to business data table (Monitor user can have access to CDC meta data tables in DB2). Monitor role should be able to login into Management Console, use a mainframe user to connect to source datastore and using this mainframe user limited access (without select on  base tables), and ascertain if a subscription is active or in failed/inactive state. This will help in automating monitoring of CDC subs and make them reliable as business solution.
