Make UTF-8 validation optional for user functions

Please add an option to the CDC config to switch UTF-8 validation on and off.

This can be narrowed down to %USER functions - currently CDC always does UTF-8 validation for such definitions, even if a column is marked 'binary'.

In our environment, we replicate non UTF-8 data using user exit which worked fine for years untill UI94461 was introduced. This caused our replication to fail

and we had to do emergency rollback of UI94461.
