Add support for heterogenous DDL replication from a DB2 LUW source to a DB2 LUW target

Our customers use CDC 11.4 to replicate tables between DB2 LUW 11.5.

When adding new column or altering column in these replication tables, they hope to minimise the replication downtime between the source and target DB.

However, the CDC only supports DDL replication via rule-based mapping, which has many limitations, such as the inability to override the encoding.

Customer still need cdc to provide the DDL replication with standard mapping.
