Db2 z/OS Log cache shouldn't be populated until first subscription is fully refresh'ed

In order to avoid excessive read of the Db2 logs which aren't relevant (and the induced CPU cost thereof) , the CDC log cache component(DLR) should only  be activated when the first subscription within a CDC Source Engine on DB2 z/OS has refreshed the first table in the subscription. 

Preferrably the log cache should also be flushed and turned of automatically when the last subscription within a CDC Source Engine started task is being deleted. 

We have seen excessive CPU usage due to this behavious a few times on different customers when different personel is handling the various components of the entire CDC solution, and as the first deployment of a CDC solution usually will suffer delays of some sort or another in various parts of the solution it is not always posible to ensure that the CDC Source Engine is started with COLD=DLR in order to clear the Log Cache imediately before the start of the first subscription ..
