Add network‑level metrics and break latency into source, transport, and target components

Network‑level observability is currently minimal; there is no visibility into gets/puts, zero‑window conditions, retransmissions, or other TCP indicators. End‑to‑end latency is reported as a single number based on transaction commit time, which hides where the delay actually occurs. This prevents customers from meeting sub‑second latency SLAs and forces guesswork during troubleshooting.
Requested enhancement:
1. Integrate Network‑Health Metrics (bytes in/out, packets, retransmissions, TCP zero‑window events, RTT) into the CDC subscription console and expose them via Prometheus/OpenTelemetry.
2. Decompose the existing latency metric into four components: Source Processing, Transport (network), Target Engine Processing, and Target Database. Display each component in real time and include them in the latency breakdown API.
3. Compute in‑flight latency from the moment a transaction is read from the source log to the moment the first record is applied, with millisecond precision, and show “pending‑commit” latency for large open transactions.
4. Provide an optional sub‑second latency view that reports zero values as “< 1 ms” rather than flat zero, to satisfy stringent latency requirements.
