Encoding "Override to binary" for GRAPHIC columns with code page assigned

CDC for Db2 z/OS (native engine) currently does not support encoding conversion for GRAPHIC fields with assigned code page (ref: https://www.ibm.com/docs/en/idr/11.4.0?topic=console-supported-column-mappings)  
It is common practice to reuse Db2 fields in Mainframe application development. Ability to access raw data from GRAPHIC columns with assigned codepage will unlock 

User story: 
GRAPHIC Column is defined as CCSID 1200 in Db2 DDL.  The field is defined in Db2 as PIC N(26), i.e. 26 UTF-16 characters, that is 26x2= 52 bytes.  As that field was not used by the application before, so customer's application development reused this existing field with a data structure of 6 fields each defined with PIC X(xx), i.e. by bytes, the total number of bytes of these 6 fields is exactly 52.  That means the Cobol is handling the data read/write by "bytes" disregarding its UTF-8 code page. According to Mainframe SME this kind of redefining unused Db2 fields is a common practice in Mainframe application development.  As a result the byte contents of the original filed is EBCDUC byte stream, but CDC only sees them as UTF-16 byte stream. Processing content of original field fails UTF validation on other systems causing data corruption with UTF replacement characters 0xFFFD

Similar issue has been resolved for CDC for Db2 z/OS Remote Source (java engine) with DT467691
