creation of new environments in Watson Studio based on custom image via cpdctl

We would like to use cpdctl to create new environments based on a custom image in a Watson Studio project. These environments are needed to execute Jupyter notebooks, which use packages that are not part of CP4D's default images, via cpdctl.

We need this feature to automatically test different python assets and runtimes.

We already use cpdctl in combination with custom images in WML and that works perfectly.

A detailed description of what we have already tried can be seen here: https://github.com/IBM/cpdctl/issues/11

This feature would be greatly appreciated. It would really help to automate testing these Watson Studio functionalities.
