Make "Open Console" Suggest You Need to Create DMC Instance

When you create a DB2 Warehouse instance in a fresh install of CP4D 4.5 and then click on the "Open Database" you initially get just a blank screen. This screen should let the user know that they need to create an instance of Data Management Console in order to manage their database. At the moment the console is just a blank white screen until a DMC instance has been provisioned, and it's not clear that you need to provision DMC to access the DB2 Warehouse Console.

    This issue is fixed in CP4D 4.6.4; it will now remind the users to provision DMC instance.
