Federated functionality across Hybrid Clouds for all Watson Knowledge Catalog capabilities (data governance, data quality, self-serve, data lineage, ...)

General Motors has a scenario which I believe is common and representative to many customers. They have majority of their data currently on prem and they have installed and deployed WKC on-prem. However, they are aggressively moving to the cloud (Azure in their case) and they need a solution to govern their data in Azure. Idea is to provide that federated functionality in WKC. Of specific interest is to reduce egress charges. We can think of a couple of approaches:

1- Install WKC on-prem and another WKC on Azure. Support some synchronization process between two WKC instances that can be run periodically or event driven. We think if we make the WKC in Azure as the master, that would avoid egress charges. Of key value is to have common repository for governance artifacts (including data protection rules), data quality rules, and any other custom assets.

2- Add capability in WKC to trigger off jobs closer to where the data is: This would be along the lines of running analysis agents close to the data and return results when finished. This we think may be a longer term approach and maybe it can leverage satellite functionality.

3- Move WKC from on-prem to Azure and connect to various sources on Azure and on-prem and do all the analysis directly with WKC Azure being the only master. This may actually work now without new functions but wondering if you have any concerns with this approach. Would this be the right short term approach?
