Option to have nested project structure and restrict the number of resources consumed at the root project level and sub project levels

Based on our experience, in a Corporate environment, there would be multiple business use cases running on a single Cloud Pak environment which is administered by a different admin team.

Considering underlying resources could be limited and there would be use cases to limit the number of resources consumed by a team, it would be good if we can have a nested project structure and limit the resources (CPU/Memory etc.) at the root project level for each team.

At present, projects are individual independent items that could be created by an individual for his personal use as well as by a team for project use. As an admin, once I provide access to a team to create projects, I do not have the ability to restrict their resources unless I go to each of their projects. This is cumbersome and a difficult task for the admins.

Any structure like Git, where it has Org and Projects would be useful and if it can be patched in the existing version instead of us upgrading the platform for such features. Our current version is CPD 4.5.2.
