Thank you for submitting the idea.
Before version 4.8, creating an empty MDE was the only way to access MDE settings before initiating MDE for specific data, and this behavior was intentional. I don't see an immediate need to change this on an ad-hoc basis, as there's no harm in creating an empty MDE. Some customers might prefer to create MDE without running it immediately, and this is currently the only available option to do so.
