Remove the need to have cluster admin privileges for installation of our CP4D and Components

We have lots of clients who do not have / nor are they allowed to have cluster admin privileges. They must request to their OCP and security teams to get access to these rights. Some clients are unable to get these rights from their teams.

IBM needs to remember that we have clients who now have 3rd party vendors (different company) involved and they can't get cluster admin right from them.

Multiple clients are mentioning that IBM CP4D is the only application they have which requires cluster admin rights through cpd-cli command. They feel that IBM should do like other solutions and use chart helms instead.
