Introduce Data Connection Permission

We would like to request creating an additional permission that would allow an individual to create a data connection at the project level. Right now, if a user has access to a data asset outside of a project, they can connect to the data from within a project and share possibly sensitive information. 

For example, if user A has access to Data Virtualization Table A, they can establish a connection to that data in project A as long as they are an editor in project A. However, they can also connect to that same data in project B if they are an editor, possibly inadvertently or intentionally distributing data that should not be shared. This level of permissions to distribute data should not be granted to all users who have editor access on a project.
