Monitor resource consupmtion per project on IKC

It is requested that the monitoring dahsboards of Cloud Pak for Data can display the resource consumption of the activities performed by IKC, including data quality rules, metadata enrichments, metadata import, etc. It should be consistent with the standards of other components of CP4D and allow a CSV export of the historical data. A very important feature must be the grouping by project, which allows organizations for billing different business units according to their projects.

    Long - needed option as many customers (and also RFx;s) ask if there are ways to charge back to user departments based on usage and consumption metrics
