Allow all job status querying from Cloud Pak for Data API

Neither "Watson Data API" or "IBM Cloud Pak for Data Platform API" have functions for platform administrator to get all job status information, even from projects or deployment spaces where they are not members. Currently if platform admin has all roles granted they still can't get the information from through API, admin gets no rights responses from projects and spaces where they don't have rights to.

But the same admin through Web UI can still get the job status for all project and deployment space jobs even if the admin is not member of the given project or space. 

So Cloud Pak for Data does have the functionality to allow platform admins to get all jobs status but not through API.

We would like to have the ability to also get that information through API.
