Deltas on Reference Data Sets

We would like the ability to see the changes made to a reference data set in a downloadable csv/excel file. The activity log shows the information on the screen, however, this is not very helpful when analyzing the changes or keeping audit trails of when changes were made and by who. Exporting the activity log into a csv/excel file would make further analysis and record-keeping possible. It will also allow the stewards to download the deltas/changes (via API and in the UI) and send that file to a downstream system for consumption, instead of the whole file.
