Add custom relationship towards reference data value - now there is only custom relationship towards reference data

I want to create a custom relationship from category to reference data value.  At the moment that is not possible.  I can create a relationship towards the whole reference data set, but not the individual values.  For a term it is possible to create a relation to specific reference data values.

    Sure.  

    Basically our need is to store our list of applications and some of their attributes (from our master source for this info, there's about 5k applications), and one good option would be the reference data.

    And then from certain categories we'd like to reference one or more of those applications (items on the reference data set) as relevant to that certain category.  This is not possible at the moment.  We can create a custom reference to the "data set", but not to individual items on the list.

    Now we are likely going to solve this need in another way, because we can't wait for this reference data based approach to work for us, but conceptually I'd say reference data would be exactly the right place to maintain our list of applications.  Or?
